Except for the A-bombs on Japan, the war againts civilians was fought mainly with coventional HE and incendiary bombs. But, apart from Holland (after the bombing of Rotterdam), did any country actually surrender because of bombing? Britain and Germany both suffered their Blitz but all the evidence points to the fact that neither succumbed to it alone.
Yes and No. Germay tryed to do that with England in ww2,but england just kept on going through the war. It would depend on how small or big the country is though,small country i would say yes and a countyr with the same millarty might i say no.
