Canvas Tool bag dated 1942

Hi.....I've just bought this canvas tool bag and wondered if anyone can shine a light on whether it was military or for civilian use. It is stamped on the inside with MECo 1942. Any clues would be appreciated.

I have never seen a bag like this, but the markings are british army’s markings MILLS EQUIPMENT COMPANY (M.E.C.o.) and broad arrow.
