I agree - and I am not quite sure what the report defines as a 'south coast town' 845 civilians in Portsmouth were killed during the war.
I agree with Kyt. Might as well award it to the whole of the UK, IMHO. Having said that and not taking anything away from Dover, Malta was awarded the GC for being the most heavily bombed place on earth so if that's the benchmark...
