How much attention did Hitler pay attention to the building of navy?

I know for a fact German navy was completely outmatched compare to British navy during WWII. Was it because the restriction imposed on their navy size from the result of WWI? I thought Hitler completely disregarded the treaty. What was the reason for German navy lagging so far behind? They did have the technology and productivity to build impressive ships, right?

One of the main problem for German to invade UK was due to their navy wouldn't be enough to escort their troop transporters.

Did the Germans ever attempt to even up the gap between their navy and Royal Navy by mass producing warships?
Had the thought of building aircraft carriers ever come cross their mind?

Germany put much of its money and manpower into the creation of the Luftwaffe, even at the expense of the rest of the military.

When it came to the navy, much of the attention was focused on creating state-of-the-art U-boats. From what I understand, throughout WWII the main focus was on these two instruments of war--the Luftwaffe aircraft, and the creation of sophisticated submarines.
